The Carroll City Council will take up a motion to reconsider development proposals for the Golfview housing subdivision and begin discussions with the Carroll County Board of Supervisors on the two-mile zoning area surrounding the community at their meeting on Monday. The council split 3-3 at the Sept. 23 meeting on the question of moving forward with a $750,000 offer from Wittrock Construction to buy the 4.5 acres of land on the western border of the Carroll Municipal Golf Course. Wittrock’s proposal would see them build an estimated $9 million in assessed value on the property but would leave the city with nearly $2 million in infrastructure to install. City Manager Aaron Kooiker says the council can consider the proposal a second time, but it has to be at the Oct. 14 meeting.
City officials could also choose to seek a second round of proposals later, which would start this process over from the beginning. Kooiker says the council will host the county supervisors at Monday’s meeting. Currently, the City of Carroll controls zoning, permitting, and inspections in the two-mile radius surrounding the town, but residents have requested the supervisors withdraw from the agreement that has existed since the 1980s.
The supervisors submitted a letter to the city outlining what they see as the two options. The first proposal would have the county withdraw from the 28E agreement and default to the quarter-mile state-mandated urban transition zone. Alternatively, the supervisors indicated they were open to cutting the zone from two miles to one mile and implementing a joint council for issues in the area that would give supervisors more say in the approval/denial process. The remainder of the meeting agenda includes primarily routine business, including a National Fire Prevention Week Proclamation, a resolution issuing $1.56 million in General Obligation Urban Renewal Capital Loan notes for the central business district resurfacing project that was completed this summer, roof replacement for city-owned structures damaged by hail last year, and a development agreement for an IEDA Emergency Catalyst Grant for 504 Holdings LLC. The Monday, Oct. 14 meeting begins at 5:15 p.m. at Carroll City Hall and is open to the public. It will also be live-streamed via the city’s YouTube channel.
