Carroll City Council Continues Internal Discussions On City/County 28E Zoning Agreement At Monday’s Meeting

The Carroll City Council has only a few business items on their agenda for Monday, primarily continued discussion on the proposed changes to the 28E agreement with Carroll County concerning zoning control, inspections, and permitting in the two-mile radius around the town. In response to requests from residents in the two-mile zone, the Carroll County Board of Supervisors has proposed two paths forward for the agreement: dissolving the 28E or cutting the zone from two miles to one. City Manager Aaron Kooiker says city officials are interested in other options to address residents’ concerns while regulating growth.

Kooiker adds there are also legal questions about the supervisors’ proposal to implement a joint appeals board for disputed zoning or building permits in the area.

Kooiker says Monday will only be a discussion, and the council will not take formal action. He expects they will create an ad hoc committee to work more in-depth with the county to find a workable solution. The only other significant item on Monday’s agenda is the bid review for the sale of $1.555 million in General Obligation (GO) loan notes for the central business district resurfacing project.

The Monday, Oct. 28, Carroll City Council meeting begins at 5:15 p.m. at Carroll City Hall. The meeting is open to the public and will be live-streamed via the city’s YouTube channel. Links to the agenda and video are included below.
