A Des Moines man has entered a plea agreement and will serve seven years in prison on eluding, possession of controlled substance and operating under the influence, all subsequence offences in Greene County. According to Greene County District Court records, 45-year-old Mark Edward Dugan II eluded from a Greene County Sheriff Deputy on July 7, 2024 in a 1999 Ford Ranger. Dugan II led authorities on a chase throughout Greene County, throwing out a white crystalline substance tested to be methamphetamines, and eventually coming to a stop in Dallas County. He admitted to law enforcement that he was eluding due to being under the influence of methamphetamines. Dugan II entered an agreement with prosecutors to plea guilty to possession of a controlled substance, third or subsequent offence, a class D felony, eluding second or subsequent violation and operating under the influence, second offence, both aggravated misdemeanors. He has been sentenced to serve seven years in prison and remains in custody at the Greene County Jail awaiting transportation to a facility.
