Carroll City Manager, Mike Pogge-Weaver, today (Monday) released a memo on the circumstances surrounding the termination of Carroll Police Officer, Sandy March, who has been with the department more than 18 years. The memo was drafted by Chief of Police, Brad Burke, and signed by both he and March on Jan. 16 of this year. It details a letter of reprimand that was presented to March on Jan. 10, 2018, citing insubordination in the form of March’s and another officer’s failure to complete tasks as directed. The disciplining officer, Sgt. JJ Schreck, followed department disciplinary code with letters of reprimand issued to both officers. Pogge-Weaver says March and the other officer were asked to contact property owners about snow removal from sidewalks in early January. March took no action. The following morning, Chief Burke made the same request, but Ms. March again took no action. This was followed by an email that afternoon by Schreck with an order to complete the sidewalk snow removal enforcement. March did not complete that order. This latest matter, however, was a violation of an agreement reached between March and the department on Feb. 1 of last year. In the “Last Chance Agreement,” March concurred there would be no further policy violations. On May 20, 2017, March arrived late for a scheduled shift, and was issued a 30-day suspension in lieu of termination at that time. Upon her return to work, the “Last Chance Agreement” was extended for another year. According to Burke, the January incident clearly violated standard operating procedures as well as the agreements signed. March’s employment with the Carroll Police Department was terminated. March has appealed the firing and the Civil Service Commission is set to hear this appeal tomorrow (Tuesday) morning.
