Carroll City Council To Address Property Rollback Changes At Monday’s Meeting

The Carroll City Council will begin the process of retooling its Fiscal Year (FY) 2024 budget at their meeting Monday following approval of legislation that will correct an error in the state’s property rollback calculations. Earlier this week, Gov. Kim Reynolds signed Senate File 181, which reduces the taxable valuation for residential properties from 56.49 percent to 54.65 percent. Early estimates show the city will lose around $200,000 in revenues due to the change, and Interim City Manager Jeff Cayler says the council needs to determine how they will make up that shortfall.

SF 181 extends the deadline for cities, counties, and school districts to submit their FY24 budgets to the Iowa Department of Management to April 30. The extension provides an additional 30 days for budget changes, giving local governments about 60 days to correct budgets that are often months in the making. Cayler says they have several options moving forward.

The removal of the yellow and red signs in Carroll’s central business district also returns to the agenda on Monday. At the council’s Feb. 13 meeting, community members brought a request to city officials to have the signs removed due to their age and appearance, but the council postponed their decision until they could hear from the public and affected business owners.
