Formal Charges Filed Against Breda Woman Found In Possession Of Methamphetamine Only Hours Before Shooting Last Year

Trial information was filed today (Wednesday) against a Breda woman, alleging she possessed narcotics at her apartment where two men were shot nearly a year ago. According to Carroll County District Court records, 23-year-old Andrea Theresa Wempe has been formally charged with second-offense possession of methamphetamine, an aggravated misdemeanor. At approximately 12:12 a.m. on April 12, 2018, the Carroll County Sheriff’s Office performed a search of Wempe’s apartment at 400 Artz St. and located a loaded syringe in her bedroom with a clear liquid inside. The Iowa Division of Criminal Investigation (DCI) Laboratory later confirmed the substance was methamphetamine. Authorities responded to the same location only hours later on a reported shooting. At approximately 3:20 a.m., 48-year-old Robert John Morris, of Carroll, shot 36-year-old Andrew Vernon Wempe and 39-year-old Jacob Mark Helkenn, both of Breda, in the lower extremities. Morris was later charged with two counts of willfull injury, two counts of reckless use of a firearm, intimidation with a dangerous weapon, class C felonies, and two counts of going armed with intent, class D felonies. Morris has reached a plea agreement with prosecutors and is currently awaiting sentencing.
