A Westside couple has entered into an Administrative Consent Order with the Iowa Department of Natural Resources (DNR) for manure management code violations. The DNR reports that Eric and Hannah Heiman had purchased a 3,300-head confinement feeding operation southwest of Westside on May 1, 2019. Iowa code requires the filing of the Manure Management Plan (MMP) within 60 days of that purchase, which would have been July 1. The Heimans failed to make that submission and were notified on Sept. 30 of the violation. They were given until Oct. 7 to submit the MMP and the associated fees, but failed to comply. The completed document and the fees were finally received by the DNR on Dec. 6. This has resulted in an additional $1,500 penalty to be paid by Feb. 15.
