The first meeting of 2020 for the Carroll City Council on Monday, Jan. 13 has a somewhat light agenda. City Manager, Mike Pogge-Weaver, says they will lead off with a conversation about the restrooms in the Westgate Mall.
The council will discuss their audit review for the Fiscal Year (FY) 2019 budget and then move on to a zoning issue. In August of 2018, the council approved a change from a zoning designation as a low-density residential district to a planned unit development with an underlying zone as a high-density residential district for a 5.42 acre parcel east of Bella Vista Drive. Vice President of Roman J. Steffes and Sons, Marty Steffes, brought forward the request.
In other business, Pogge-Weaver says because a Carroll ordinance shares the exact same language as Iowa Code, a ruling by the United States District Court for the Southern District of Iowa has necessitated a change. The amendment deletes the vague language of a disorderly conduct definition related to noise. The council will also review a bid on three incumbent bicycles for the Carroll Rec Center, consider entering into a contract for professional services on segment three of the Carroll Trails Plan and hold a public hearing on the plans and costs for lighting at the Youth Sports Complex.
The estimated $440,500 project currently has a budgeting shortfall of $53,500. There are three fields included in the proposal, four, six and seven, but the number of those that actually receive lighting will be determined by the council based on cost estimates. Monday’s meeting convenes at 5:15 p.m. in the council chambers at City Hall.
