The City of Carroll has now had time to discuss the reopening of services after Gov. Kim Reynolds announced the phased process for 77 counties on Monday. Initially, Chief of Police, Brad Burke, had believed their lobby would be opened back up to the public as early as Friday. However, City Manager, Mike Pogge-Weaver, says it will remain closed at this time as they work to ensure the delivery of essential services to residents. The one thing they will be opening back up to the public is the Carroll Rec Center, beginning at 5:30 a.m. Friday. Director of Parks and Recreation, Jack Wardell, says things will, however, be much different, starting with new temporary hours.
This later opening on Sunday gives staff time to clean and sanitize. Wardell says they will also be returning to 24-hour access right away.
The cameras throughout the Rec Center will be monitored to make sure people are adhering to the physical distancing and group size guidelines. Infractions will be dealt with on a case-by-case basis. All patrons will be asked to continue with the practice of cleaning machines and equipment after use. The pool, whirlpool and steam room will not be open and access will be from one door only, on the west side of the building. Users should bring their own equipment for gymnasium use as well as water bottles. Wardell says they are also going to restrict occupancy.
Extra classes have been added to address these restrictions. Wardell says at this point, only members will be allowed to access the center. There will be no daily admissions given.
No one under the age of 18 will be admitted unless they are with a parent and that parent MUST be participating in the activity of the juvenile while in the facility. Wardell stresses no exceptions will be made. Pogge-Weaver adds that at this point, there is no change to the state proclamation prohibiting use of playground equipment and in maintaining the physical distancing recommendation of at least six feet. Therefore, playgrounds, ball parks and courts remain closed, but people are free to walk on trails and play in parks as long as they adhere to those mandates. City Hall will remain closed for the near future and the city is working with the Board of Trustees, who are expected to meet in the next few days, on reopening of the library. Pogge-Weaver stresses this is a very fluid situation and any of these plans could change at any time.
